During the spring semester of 2015, Chapman is studying local governments under the aid of Dr. Alisa Hicklin Fryar, associate professor at The University of Oklahoma. Chapman's study will involve examing budget management, partnerships, urban sprawl and management, evaluation of public services, and networking. Chapman's purpose for taking this class is to study what methods are considered efficient and effective and weigh the opportunity costs associated with decisions made by local governments.
